At first glance, low-voltage panel manufacturing may appear to be nothing more than placing electrical components inside a metal enclosure. Yet a panel may supply a factory production line, a hospital operating theatre, or a municipality's water treatment plant. At this point, the IEC 61439 standard places safety and quality within a measurable framework.
IEC 61439 is an international standard titled "Low-voltage Switchgear and Controlgear Assemblies — Power Switchgear and Controlgear Assemblies." In Turkey it is in force under the designation TS EN 61439. It defines in detail how panel manufacturers must carry out design verification and routine tests, which temperature rise limits must not be exceeded, and which documents must be delivered to users.
The standard contains two fundamental concepts: original design and derived design. An original design is one based on the manufacturer's own engineering calculations and tests. A derived design is derived from a verified reference design. Defined procedures are mandatory in both cases.
The verification tests covered by IEC 61439 are as follows:
Routine tests are applied to each panel individually: dielectric test, protective circuit check, wiring and connection check, and functional test are among the primary ones.
CE marking is mandatory for placing a panel on the EU or Turkish market; IEC 61439 compliance forms the technical basis for that marking. In other words, the CE certificate is the door, and IEC 61439 compliance is the key to that door. A panel manufactured without the standard both threatens user safety and exposes the manufacturer to legal liability in the event of an accident.
Insurers in industrial facilities and organised industrial zone (OIZ) managements now routinely request the IEC 61439 test report as a standard document upon panel delivery. In public procurement processes, this document is frequently included in the technical specification.

During the Factory Acceptance Test (FAT), the customer or their authorised representative may observe all test steps on-site. The technical file delivered upon handover covers the electrical diagram, bill of materials, temperature-rise calculation, test reports, and the CE declaration of conformity.
